If you do it for six weeks straight like the article says, then probably. I can say that the part about relaxing your whole body does help. I notice when I can’t get to sleep, my mind is running and I toss and turn a lot. I’ve found relaxing my body first helps calm my mind down, which gets me to sleep faster.
